Bellgrove Advisory together with The APP Group, supported Ernst and Young to lead the formal HSRA market sounding activities to develop the delivery strategy, which was completed as part of the business case.  The services included engaging with the supplier and contractor market to understand key commercial and other delivery risk drivers that would support decisions on future contract packaging and successful approaches to a procurement process.

Bellgrove Advisory provided additional governance support for an independent panel of experts that reviewed the draft business case. This included drafting a key findings panel report that was submitted to government with the final business case.
